The Advanced Clean Fleets regulation applies to drayage operations at seaports and railyards, government-owned fleets, and high-priority fleets. High-priority fleets are entities that own, operate, or manage at least one vehicle in California and meet one of the following criteria: they generate $50 million or more in gross annual revenue, or they possess, operate, or control a total of 50 or more vehicles under common ownership. The regulation targets medium- and heavy-duty on-road vehicles with a gross vehicle weight rating exceeding 8,500 pounds, off-road yard tractors, and light-duty mail and package delivery vehicles.

ACF and CTC are separate programs run by CARB. Even if your vehicles are registered under the CTC, you will need to register with ACF if they are part of an applicable fleet.
A high-priority fleet consists of entities that own, operate, or manage at least one vehicle in California and either generate $50 million or more in gross annual revenue, or possess, operate, or control 50 or more vehicles under common ownership. These fleets are subject to specific regulations targeting medium- and heavy-duty vehicles with a gross vehicle weight rating over 8,500 pounds, as well as off-road yard tractors and light-duty mail and package delivery vehicles.
In addition to registering the fleet, state and local government fleets must begin purchasing ZEVs as new and replacement vehicles. The requirement is 50% of purchases in 2024 and 100% by 2027.
Beginning in 2024 only zero-emission drayage trucks can be registered in the Truck Regulation Upload, Compliance, and Reporting System (TRUCRS) to conduct drayage activities in California. Non-zero-emission trucks can continue to operate until they reach the end of their minimum useful life. All drayage trucks will be zero-emission by 2035.
